The best-known and most widely accepted PASS card issuer in the UK is CitizenCard, which has been operating since 1999 and has issued millions of cards to UK residents. These cards are not novelty items or informal documents - they're the same class of photo ID accepted by retailers, airlines, bars, nightclubs, and (as of the Elections Act 2022) polling stations across England, Wales, and Scotland.

Where a UK Photo ID Card Is Accepted

A PASS-hologram UK ID card is recognised across a broad range of situations where you'd otherwise need to produce a passport or driving licence:

Age-Restricted Purchases and Venues

Buying alcohol, tobacco, vape products, or lottery tickets. Entering pubs, bars, clubs, and licensed venues. Retailers and door staff are advised by police and the Home Office to accept all cards bearing the official PASS hologram - and most do. This is the most common daily use case for the card, especially for younger people who haven't yet applied for a driving licence or don't want to carry a passport out on a Friday night.

Domestic Flights

UK ID cards are accepted for domestic air travel within Great Britain. If you're flying Edinburgh to Bristol and don't want to bring your passport, a PASS card will get you through.

Voter ID

Since 2023, voters in England, Scotland, and Wales must show photo ID at polling stations for UK parliamentary elections. PASS cards - including CitizenCard - are on the Electoral Commission's official list of accepted forms of photo ID. This matters. At the 2024 general election, at least 16,000 people who were turned away at polling stations did not return to vote. Having a recognised UK ID card removes that risk entirely.

Proving identity when starting a new job, accessing benefits, visiting premises like prisons, and a range of other official contexts where a recognisable photo ID is required.

UK ID Card Cost and How to Apply Online

A standard CitizenCard costs £18 for adults and is free for under-16s. Standard processing takes up to 21 days with delivery by Royal Mail 2nd Class. Urgent applications cost £35 (£17 for under-16s) and are processed in 1-2 working days, dispatched by 1st Class post.

Cards are issued in four age bands - Under 13, 13-15, 16-17, and 18+. The age band is printed on the card, which makes age verification at point of sale faster and easier than pulling out a passport and making someone squint at a date of birth.

Cards issued since January 2021 carry a 3-year expiry date. You can replace a card when it expires, if your appearance has changed significantly, if you've legally changed your name, or if you need to move up to a higher age band.

What You Need to Apply

The application is fully online - no printer, no photo booth, no posting documents. You'll need a passport-quality photo and one of two identity verification routes: a digital check using an existing photo ID (UK or international passport, UK or European driving licence, European national ID card, or a Home Office eVisa), or a referee - a professional person who can confirm your identity from official records or by validating original documents.

No proof of address is required. That's useful for people whose other documents don't reflect their current living situation.
